Dholera SIR

A greenfield city with a 2009 start date.

920 sq. km of planning region. 22.54 sq. km in the first activation area. Roads, water, power and ICT identified in the 2020 plan — with airport, metro and a semiconductor campus in the current stage.

The region

Special Investment Region,
not a private township.

Dholera SIR sits on the Delhi–Mumbai Industrial Corridor in Gujarat. JB Realcon’s briefing compares its planned area with Singapore, and locates the first development slice — 5,600 acres — as the place where trunk infrastructure is already being built.

The growth index in the briefing is set at 100 in 2009, 250 after conversion, 1,000 in the communication stage, then 450 and 200 as the city is built out. The argument is that land is entered while the city is still connecting, not after it is complete.

Index 100

Vision and foundation · 2009–2016

Greenfield vision, master plan and feasibility. DSIR was conceived as a 920 sq. km region — about twice Singapore — with a 2020 development plan and a 2042 horizon. Early work included TP schemes, trunk roads, a 50 MLD water treatment plant, GIS substations and ABCD planning.

Restated from JB Realcon’s DSIR real-estate growth briefing. Index base year 2009 = 100.
Activation mix

How the first
5,600 acres are allocated.

Figures are from the 2020 activation-area plan in JB Realcon’s materials: 80,000 jobs and a 3,00,000 population on that first slice, with a stated industrial-to-residential ratio of 52:48.

City systems

Underground first,
then the skyline.

The conversion-stage record is roads, water, power, gas and a utility corridor — not towers. Construction photographs in the briefing include a 50 MLD water plant, GIS substations, and L&T site works.

Roads19 km expressway; 4-, 6- and 8-lane city roads; 60 / 40 / 30 / 12 m rights of way; cycle tracks.
Water and waste50 MLD water treatment, 100 MLD sewage treatment, 24×7 water, 100% recycling in the activation brief.
Power and gas400 kV, 220 kV and four 66 kV GIS substations, 24×7 power, and centralised city gas.
Underground utilitiesDescribed as a first-in-India underground utility corridor for power, water, ICT and city systems.
Connectivity

Airport, metro,
freight, port.

The communication stage (2023–2030) is defined as the decade that connects Dholera to Ahmedabad and to cargo networks. Hospitality and data-centre projects sit in the same mega-project list.

Dholera International Airport

A new cargo and passenger airport is part of the communication-stage programme. JB Realcon's 2026–2030 briefing lists the airport among the region's mega projects, with a fully operational target in that window.

Industrial anchors

What is being
sited in the SIR.

Semiconductor, aerospace assembly, and the Lothal heritage complex are regional projects. They are not JB Realcon amenities. They are the reason a residential plot is a city plot.

Tata semiconductor fabrication

353 acres · 28 nm · 2026 production horizon · ~50,000 jobs

Tata Electronics × ASML

High-NA EUV lithography partnership associated with the Dholera fab.

Adani–Embraer assembly

127 acres · 200 aircraft / year · 4,000 jobs · 2028 operations in the published poster.

National Maritime Heritage Complex

400 acres at Lothal · 2026 completion in project materials · 20,000 visitors / day.

Lothal / LADA

A heritage city
beside the SIR.

The National Maritime Heritage Complex is described as a 400-acre project with a 2026 completion in JB Realcon’s materials. LADA land and the Free Zone of Dholera and Lothal are part of the published mandate.

Investment reading

A comparison,
not a prospectus.

The 2026 chart places Dholera in a communication stage against Gurugram, Navi Mumbai and Dubai. Entry tickets and appreciation ranges are the briefing’s numbers. They are not live offers and they are not guaranteed.

Entry range in the 2026 briefing

Dholera SIR is shown at ₹8,000–10,000 per sq. yd., against much higher stated entry tickets in Gurugram, Navi Mumbai and Dubai. Treat this as a briefing comparison, not an offer.

Communication versus construction

The argument is timing: Dholera is still assembling airport, metro and industrial campuses, while some compared cities are already in a construction or completion stage.

Regional capital programme

The same chart cites ₹2,50,000 Cr of expected investment and 5,00,000+ jobs by 2030 for the region. Those are SIR-scale figures, not project-level commitments.

What is Dholera SIR?

Dholera Special Investment Region is a planned greenfield city in Gujarat on the Delhi–Mumbai Industrial Corridor. JB Realcon's briefing describes a 920 sq. km planning region with a first activation area of 22.54 sq. km.

Why does the briefing emphasise 2023–2030?

That window is labelled the communication stage: airport, metro, industrial campuses and global connectivity. The growth index in the same briefing is shown at its highest in this stage.

What does the ₹8,000–10,000 per sq. yd. figure mean?

It is the land-entry range stated for Dholera SIR in JB Realcon's 2026 comparison briefing. It is not a live price list for Gloria Crestview or any other project. Ask for current availability.

Which amenities are city-level versus project-level?

ABC School, the food court, hospital buildings, ABCD, metro, airport and canal parks are SIR / regional assets. Gloria Crestview's published drawing is a plotted layout with internal roads and open space.

If the city argument is clear, look at the land.
